BRIEF ON THE FUNCTIONING OF DIAL 100
What is Dial 100?
Dial 100 is designed for
ordinary people like us. Previously, if any incident occurred, we had to
personally approach the police, and people often hesitated to do so. Therefore,
we introduced Dial 100 to eliminate hesitation and ensure that the police promptly
reach the victim or individuals in need, ultimately saving time.
Just like calling a
nearby friend in times of need, Dial 100 serves as a friend, providing free
assistance at any time, 24 hours a day.
How Dial 100 works
(especially in Madhya Pradesh) ?
In Madhya Pradesh, there
are 1000 First Response Vehicles (FRVs) under Dial 100, with 50 vehicles
stationed in Indore. We are required to report our own or someone else's issues
without disclosing our identity if preferred. Additionally, leaving the scene
after making the call is optional. We must provide as much information as
possible about the event, including the location, nearby police station, etc.
The call is received by civilians from the DVG/PVG company, who then create an
event/message based on the information provided. These messages are sent to a
dispatcher bench, where the events are dispatched based on the
intensity/priority of the incident. Simple arguments are directed to the
Station House Officer (SHO)/Traffic Inspector (TI), while cases of murder or
kidnapping are escalated to the Superintendent of Police (SP)/Commissioner.
Dispatchers also notify FRVs of any incoming messages.
FRVs are connected to
police stations through mobile, wireless sets, and messaging, enabling them to
respond immediately to incidents. Upon receiving a call, the individual dialing
100 also receives a message or call confirming that an FRV is on its way. FRVs
attempt to resolve disputes on-site, but if issues persist, they transport
individuals to the police station to file an FIR. FRVs serve as a support
system for vulnerable individuals and can be contacted for emergencies such as
running out of petrol.
FRV activities, including
dispatch status, arrival at the scene, and case resolution, are visible on
police screens. FRVs can also function as ambulances if required. Although
railway incidents are not covered by Dial 100, calls regarding such incidents are
transferred to the Government Railway Police (GRP). Animal-related issues are
forwarded to the municipality by the police. In cases of UPI fraud or gambling,
FRVs do not intervene, and individuals must report to the police station after
dialing 100. FRVs can track locations if needed. For currency-related
incidents, FRVs do not respond, as outlined in the government's Standard
Operating Procedure (SOP). Such cases require the intervention of a police team
due to potential involvement with mafia groups.
In urban areas, FRVs
typically respond within 30 seconds to 5 minutes. Female police officers can
also be requested if necessary.
What happens if someone
makes a prank call to Dial 100?
Punishments are imposed
on individuals making prank calls to FRVs, with their details released
publicly.

Established by the Government of Gujarat in 2008 through Act 17 passed in the Gujarat Legislative Assembly on 30 September 2008, the Gujarat Forensic Science University was upgraded to the National Forensic Sciences University in October 2020. It is recognized as an Institution of National Importance under the Ministry of Home Affairs (MHA), Government of India, by an act of the Indian Parliament. It achieved international status in April 2023, following the inauguration and opening of the university's first campus outside India in Uganda. This campus also became Africa's first Forensics Science University, inaugurated by the Minister of External Affairs, S. Jaishankar.
As of April 2023, the university has 9 campuses across India and 1 campus in Uganda.
The School of Law, Forensic Justice, and Policy Studies under the National Forensic Sciences University are established with the aim of imparting professional education with a special focus on forensic application in all allied areas of law and policy framework.

In times of need, we can also directly call 112. 112 is a number through which all forces of the Indian government are linked, including dialing 100, 108, Childline, etc. Additionally, we can volunteer through the 112 app to assist people around us, especially considering the limited number of police personnel.
